Not sure if this is actually flavored with Pacman or even what Pacman should taste like, but this 30th anniversary tasty treat is doing the rounds in Japan at the moment. They call it a cookie in some of the advertising, but the “man”(まん) is actually just a the name for, often Chinese style, buns. This one being a sweet type.
Looks like you can get them at Circle K all around Japan.
